Hi, I’m Melissa Clark.

I’m running for Mayor because I love this community—and I believe we need steady, experienced leadership to guide us through this season of rapid growth. I’m a wife of 27 years, mom of four daughters, a business leader, and a proud Eagle Mountain resident who knows what it’s like to juggle work, family, and city life.
​
Professionally, I’ve spent years in high-level project management, leading teams across the country and overseeing large budgets. That experience taught me how to solve complex problems, listen carefully, and make decisions that get results. I bring that same mindset to every budget meeting, land-use discussion, and resident concern.
​
I currently serve as CEO of the Valley Crossroads Chamber of Commerce (formerly the Eagle Mountain Chamber), where I work every day to support local entrepreneurs, grow smart economic opportunities, and strengthen partnerships across our region. I’ve helped connect small business owners with real tools and resources, and I know how critical a strong local economy is to the future of our city.

I’ve also served on the Eagle Mountain City Council, where I’ve prioritized infrastructure, safety, and communication—because residents deserve to be heard, and our city deserves long-term planning that works.

My heart is in this work. I’ve walked land with residents, answered calls late at night, taught emergency preparedness classes, and stood up for what matters most. I believe leadership isn’t about a title—it’s about showing up, solving problems, and listening when it counts.

Accomplishments & Collaborations

Worked with residents to resolve issues with traffic speeds, sidewalk safety, road improvement, property rights, park improvements, and more.

Championed live-streaming of Council Meetings and increased transparency and accountability.

Protected property rights; consistently worked with property owners and Councilmembers to reduce higher density and diversify housing product types in new developments.

Introduced Blasting Protection ordinance

Prioritized Student Safety through improved intersections and roads and funding 8 new stoplights.

Emphasized Emergency Preparedness by working with Be Ready Eagle Mountain, Utah County Sheriff's Office, Unified Fire Authority, CERT, EM Emergency Communications Team. Worked with EM's Emergency Manager to create two CERT response trailers. Introduced and advocated for underground fuel storage.

Organized Back to School Safety Fair at Frontier MS, we had principals from every school, Communities that Care, UT County Sheriff's Office EM Division, UFA, Alpine School District Emergency Manager, and Be Ready EM. Each school had a booth and the UCSO hosted a bike safety course.

Bolstered local businesses through the creation of EM Chamber of Commerce and personal meetings with business owners.

Preserved “rural-feel” through land-use decisions, dedication of land for wildlife, and supported resident-led initiatives for the Wildlife and Petroglyphs.

Created Resident Recognition Program; Eagle Mountain Challenge Coins presented to community heroes and volunteers.

Kept property taxes the lowest they have ever been!
Responsible Growth & Infrastructure Planning

Property Rights: Advocate for each resident and their personal property rights. Ensure good development practices by regularly reviewing residential and commercial code.

Transportation: Plan for future transportation needs by working with UDOT, MAG, Saratoga Springs and legislators for funding; prioritize Airport Road, Eagle Mountain Boulevard, and high importance areas like intersections and Safe Routes to Schools; protect our current neighborhood roads and traffic levels as much as possible.

Economic Development: Advocate for small businesses and home-based businesses by continuing to support Eagle Mountain Chamber of Commerce and user-friendly licensing. Reinstate EM Economic Development Advisory Board and use the years of business experience here in our own city.

Strategic Plan: have proactive 1, 3, 5, and 10-year plans for Water, Sewer, Roads. Partnering with MAG, Central Utah Water Conservatory District, and Timpanogos Special Service District

Water Conservation: Plan for the future needs of Eagle Mountain regarding water; promote water-wise landscaping on government property, and look at other ways to conserve in our City.

Blasting Code: Worked with fellow council members, staff, and residents to create code that protects residents and builders. Provides increased public process, notifications, and pre- and post-blast inspections and damage bonding.
Safety & Security--both Physical & Financial

Emergency Planning: Support Be Ready Eagle Mountain, Volunteers in Police Service VIPS, EM Emergency Communications Team, CERT Community Emergency Response Team, Neighborhood Emergency Plan, bringing citizens from all neighborhoods together to plan and support each other in times of emergencies and disaster.

City Prepared: Fully stocked CERT trailers that act as a mobile command center anywhere in the city, dedicated EM Radio Repeater, Ham radio training and weekly check-ins. Dedicated on-site fuel tank specifically for large city equipment that is often used for emergency repairs. Monthly classes offered by Be Ready Eagle Mountain.

Community Policing & Prevention: Support for School Resource Officers, NOVA program, RadKids and RadWomen, Community Back to School Safety Fair with all local schools and principals.

Fiscal Responsibility: Consistently worked with other council members and staff to max out the city’s rainy day reserve fund. Avoided unnecessary lawsuits by working with residents and developers to find common ground without costly court battles.

“Small-town” Community Feel: Continue to foster relationships with EM library, and local non-profits to help provide community building events and programs.

Communication: Championed live-streaming of city council meetings to make the meetings more accessible to the people. Created several Facebook live stream videos to inform residents and connect even during social distancing.

Parks & Open Space: supported Parks & Recreation Advisory Board, facilitated the green information parks signs to help residents know who to contact when a park needs to be repaired.

Wildlife & Conservation: Fought to protect the open space when selling open space land was proposed. Meet with residents in their neighborhoods to walk the land and streets that have created concerns. Supported residents as they have fostered the growth of Eagle Mountain Kestrel Project & Wildlife Alliance.
