Melissa Clark believes responsible growth starts with intentional planning—not playing catch-up. As a City Councilmember, Melissa has led efforts to ensure that infrastructure—roads, water, sewer, and public safety services—is strategically planned, properly timed, and held to high standards of accountability as our city grows.
She believes in big-picture thinking—not just reacting to immediate issues, but preparing Eagle Mountain for the future.

Melissa was an early and consistent advocate for building Airport Road—first prioritizing it during the budget work sessions in 2018. While construction didn’t begin until 2024, it was Melissa’s collaboration with other councilmembers and her persistence over multiple budget years that pushed it forward.

She also works directly with developers to reduce density and improve community outcomes. In Eagle Point J, Melissa advocated for “move-up” lots to help residents stay in Eagle Mountain as their families grow. In Parkway Fields (formerly Ault Farms), she helped bring the proposed unit count down from nearly 4,000 to just over 1,700—preserving neighborhood quality while respecting property rights.

Through practical collaboration, policy leadership, and strong regional partnerships with MAG, CUWCD, and TSSD, Melissa is committed to responsible growth backed by accountable infrastructure planning and a focus on long-term livability.
Economic Vitality, Job Creation & Fiscal Responsibility
Melissa Clark understands that a thriving community depends on economic opportunity and strong fiscal stewardship. From her work on City Council to her leadership as CEO of the Valley Crossroads Chamber (formerly the Eagle Mountain Chamber of Commerce), Melissa has built trusted relationships with local business owners, regional economic leaders, and community partners to help grow Eagle Mountain’s economy in smart, sustainable ways.
She has worked alongside entrepreneurs through the Chamber and the LaunchPad business resource center to connect them with real tools and support—helping local businesses succeed right here at home.
With a background in high-level project management—overseeing large teams and budgets—Melissa brings a disciplined, results-oriented approach to city finances. She has supported policies that keep taxes low, built up city reserves, and helped avoid costly legal conflicts through collaboration and proactive problem-solving.
Melissa is committed to expanding long-term job opportunities, supporting small and home-based businesses, and ensuring Eagle Mountain’s economy is strong enough to support our future—without sacrificing what makes this city feel like home.
Safety & Security​
For Melissa Clark, public safety is personal. Raised by a volunteer firefighter, she understands the sacrifice and service that come with protecting a community—and she's brought that same mindset to her work in Eagle Mountain.
Melissa has prioritized funding for law enforcement, school resource officers, and community policing programs like NOVA, RadKids, and VIPS (Volunteers in Police Service). She maintains strong working relationships with our deputies, Chief Deputy Erik Knutzen, and Sheriff Mike Smith—meeting regularly to ensure decisions at the city level reflect the real needs of those on the ground.
Melissa is also a longtime leader in emergency preparedness. She helped fund and equip Eagle Mountain’s CERT response trailers, secured an underground emergency fuel reserve, and actively supports Be Ready Eagle Mountain, CERT, and the Emergency Communications Team. She even earned her ham radio license (KJ7HRL) to stay personally connected in emergency situations.
Her leadership extends to road safety and infrastructure, where she’s advocated for stoplights near schools, safer intersections, and road improvements that protect residents—not just move cars.
Whether it’s budgeting for safety, equipping our responders, or walking a crosswalk as a mom, Melissa leads with the belief that safety isn’t optional—it’s foundational.
Transparency, Accountability & Communication​
Melissa Clark has built a reputation for listening—whether that’s through live-streamed Council meetings, Soda Summits with residents, or late-night phone calls with people who need answers. She believes that transparency isn’t just a policy—it’s a core value.
From the start of her service, Melissa recognized that too many residents felt unheard or left behind. Drawing on her private-sector experience, she pushed for a help desk-style reporting system that tracks and assigns concerns submitted by residents. That system is now live through the city app, website, and resident portal—making city services more transparent and accountable.
Melissa has also fought for early public review of major proposals, clearer public notices, and consistent communication. Her social media updates are known throughout the community as a trusted source of information.
But Melissa doesn’t just talk about accountability—she lives it. After a frustrating Council meeting, she once drove home realizing that even she—a councilmember—felt ignored. That moment stuck with her. If a Councilmember could feel that way, how must everyday residents feel? Since then, she’s doubled down on making government more responsive, more transparent, and more resident-focused.

Preserving Eagle Mountain's Character
Eagle Mountain doesn’t have to become a cookie-cutter version of anywhere else. It’s a special place—with rural charm, open spaces, and strong community values. Melissa Clark knows that growth and preservation can go hand in hand—if leaders are willing to listen, plan thoughtfully, and stay rooted in what makes this city unique.
As a longtime advocate for responsible development, Melissa has supported efforts to preserve wildlife corridors, approached open space decisions with balance, and fought for parks, trails, and community-building events that reflect the city’s identity.
She co-founded the Eagle Mountain Arts Alliance, bringing culture and creativity to the community without additional taxpayer burden. She also launched the Eagle Mountain Challenge Coins to honor local volunteers and heroes—part of her commitment to foster pride and connectedness.
Known for walking land with residents and listening face-to-face, Melissa brings people into the process—not just to be heard, but to shape outcomes.
Her approach to growth is both principled and practical: align with the city’s General Plan, work constructively with developers, and prioritize the values of residents.
Growth should never come at the cost of what makes Eagle Mountain home.
